CARE India is a not-for-profit organization in India for 70 years, focusing on alleviating poverty and social injustice. We are a part of the CARE International confederation, which works for marginalized girls and women in more than 104 countries across the world. We do this through well planned and comprehensive projects in Health, Education, Women Empowerment & Livelihoods and Disaster Preparedness and Response. Our overall goal is the empowerment of women and girls from poor and marginalized communities leading to improvement in their lives and livelihoods. During FY 2021-22, CARE India reached out to 84.2 million people directly through 88 programmes across 21 states.

The state of Bihar has made significant strides over the past decade across the public health facility, outreach, and support system spectrum. Next phase of the technical assistance- Transitioning Techno-Managerial Support to the Government of Bihar (GoB) aims to further the support to the state through an integrated and concerted manner at state and district levels. Primary agenda for the next phase of our technical assistance is to support the health & ICDS program institutions attain self-sufficiency in design and implementation of interventions and systems to achieve intended outcomes. The theory of change for this phase of work rests on 3 key pillars- GoB’s institution building & strengthening, continued techno-managerial support to GoB, and consolidation, integration and transitioning of targeted interventions, activities, and functions to enhance the government’s capacity to sustain and drive the TSU interventions themselves.
Support rendered through Medical Services, Public Health & cross-cutting Health Systems teams is envisioned to help drive the health and ICDS programs to greater effectiveness in attaining maternal & new born health, family planning, nutritional gender intentional and health systems’ strengthening goals all while enhancing the sustainability of current and potential gains.
JOB SUMMARY
The Technical Officer Date & Learning will be responsible for rolling out various pilots and support Govt. data system regarding. S/he will be responsible for timely data collection with quality assurance, data analysis and data presentation. S/he will, as per the need of the program, support the process of presentation / dissemination of findings to TMS, Government counterparts and other partners for program at the State as well as at the district level.

Essential:
ii) Around five years of progressively responsible professional work experience in providing technical assistance to government programs in implementation,
monitoring and evaluation aspects at state level
