About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Team Leader/ Senior Specialist – Digital Integration  will be the overall lead for achieving all project outcomes and will be the primary point of liaising between the TSU, partners, GoUP and GoI officials. The TL / Sr. Specialist will work closely with the state team to prepare comprehensive action plans, including resources and timeframes for implementation, organize partner coordination meetings, capacity building of partners, GoUP and internal teams to ensure a common digital roadmap and vision. S/he will also lead the team on field to ensure quality implementation of the pilot in 3 districts and will provide oversight to the documentation of learnings, case studies and patient journey.

Key Deliverables expected from the Job Role:

  • S/he will lead the process of strategy development for establishing a digital ecosystem to improve user journey in consultation with the UPTSU, Government counterparts (Health Directorate/NHM and WCD), and partners.
  • S/he will prepare comprehensive action plans, including resources and timeframes for implementation.
  • S/he will coordinate with stakeholders (GoUP, partners) to develop an integration framework and common digital roadmaps for seamless integration of digital health applications.
  • S/he will liaise with different departments to identify and define new requirement scopes (e-learning modules, performance-based incentive, linkages etc.), and keep up-to-date with the latest developments concerning digital integration.
  • S/he will hold consultation meetings with all stakeholders including partners, government, users to design, discuss and sign off on the modified and new application workflows which are user centric and gender intentional.

  • S/he will oversee and actively participate in the capacity building initiatives for the project at various levels based on the requirement.
  • S/he will closely monitor timelines and goals to ensure positive outcomes and identify best practices for the project.
  • S/he will manage the teams at various levels of the unit, coordinate between different teams, define expectations, and provide leadership and technical assistance.
  • Oversee and actively participate in writing grant annual reports and positive impact stories

Work Experience:

Essential experience:

  • Minimum 6 -7 years of progressively demonstrated experience of working in the large scale public health programs and operations at the state and district levels.

Preferred experience:

  • Knowledge of technology and digital platforms for health
  • Knowledge on community and exposure to facility based RMNCH and nutrition programs will be preferred.
Education:

Required Qualification:

  • Masters or PhD in Social Sciences, Public Health, Rural Development/Rural Management/Health management any other related field
